CCBL was created by Al Dahlgren, owner of HQ4Baseball, Inc. in 2005. The goal of CCBL is to provide challenge level teams well run tournaments where they can compete against teams of comparable skill levels. Teams from 19 different associations, including Little League, Cal Ripken, Dixie Youth, Pony League associations, played in CCBL tournaments in 2010.

CCBL offers weekend tournaments about once per month, as well as a limited schedule of Sunday Only tournaments. The weekend tournaments are 4 games guaranteed, and the Sunday Only tournaments are 2 games.
